Navanti wins seat on the GISR MENA Consortium

Arlington, Virginia: Navanti to provide on-the-ground data collection for the Governance Integration for Stabilization and Resilience in the Middle East and North Africa (GISR MENA) Task Order under the indefinite delivery/indefinite quantity (IDIQ) OASIS contract. The task order is designed to help USAID missions in the Middle East and North Africa respond to shocks that impact governance and stability, and address gaps in governance and resilience programming.

Navanti is part of the consortium of companies that won the task order to facilitate USAID’s stabilization and governance activities in the Middle East and North Africa. MSI, a Tetra Tech Company, is the prime on the OASIS contract, and the consortium members include Deloitte, Souktel, Global Communities, and Search for Common Ground.   

“Awards like GISR allow Navanti Group to form important and lasting partnerships, so that we can work together with MSI and the GISR team to analyze primary data-sets and, through our combined capability, address complex problems in the Middle East and Northern Africa. GISR reflects Navanti’s future in analytical work, field implementation, and capacity development with initial focus on Learning & Knowledge Management, Effective Governance, and Community Resilience,” said Navanti CEO, Fred Payne. 

OASIS is a $95 million, five-year contract designed to be used by USAID missions for analytical work, field implementation, and capacity development for staff, implementing partners, and host country institutions. The four technical areas of work covered include: 

1)   Learning and knowledge management: USAID missions can commission quick studies through GISR to learn about the impact of unexpected shocks on local communities, or more in-depth research on longer-term stressors. 

An example of this line of research, which Navanti is currently pursuing in collaboration with MSI, is the Genocide Recovery and Persecution Response—Learning and Pilots project. This project aims to shape and deliver services to minority survivors of sexual and gender-based violence in Iraq, and to document information about the project’s effects to disseminate to donors, NGOs, and host governments.

2)   Enabling effective governance response to shocks and stressors: USAID missions can buy in to GISR for rapid response support to address immediate governance, service delivery, or stabilization needs.

3)   Community resilience: GISR can be used to promote community resilience to stressors by strengthening collaborative relationships between civilians and authorities, expanding the space for civil society and media to hold institutions accountable, and promoting inclusion of youth, women, and marginalized populations into decision making.

4)   Essential services: GISR can be used to improve essential services like municipal lighting and provision of ID documents. 

Navanti has more than five years’ experience conducting on-the-ground research for public sector clients like USAID, in furtherance of development programming across the MENA region and Africa. Having worked on development projects in sensitive locations in Libya, Syria, Tunisia, and northeast Nigeria, the GISR contract represents an excellent opportunity for Navanti to leverage its network of local researchers and area-specific knowledge to support critical USAID programming in Iraq.
